Who makes the best quality CRF rifle nowadays?

There is very little information on it as of yet, but it will be very similar to the defunct Corbon action.

No one makes a "best" quality CRF bolt action rifle that is affordable today. The CZ 550 Lux was close, but is no longer produced, and the current new Mauser production and custom shop efforts cost many times beyond what the CZ550 did.

The CRF actions that I either have or have owned are:
Brno ZG-47
Brno 21
Inter arms/Whitworth/Zastava (built into the old F.N. Mauser machinery)
Empire arms
Pre 64 Winchester model 70
Current production Winchester model 70
Dakota 76

In terms of which is the best action, my preference is the Brno Zg47, but it’s been out of production for over 50 years.
The Empire arms was like any of the other modern custom Mauser 98 clones, excellent and very expensive.
The Dakota is basically a modified pre 64 Winchester design and is awesome, but not cheap.

The current production model 70 is excellent, perhaps the best quality model 70 ever, they are well built, and in my experience feed as smoothly as greased lightning and function flawlessly. The stocks are a bit chunky compared to a Dakota 76 or a good custom Mauser 98. But they are in my opinion a lot of rifle for the money. I’d like to get a featherweight model in 30-06, get it rebored to 9.3x62, and put some good iron sights on it (that would be an amazing rifle in my opinion). Maybe a stainless version and put it in a Wildcat composites stock....

I had a line on a nice ZG-47 this year... and I passed as it was chambered in 30-06, and with a 7x57 Brno 21, there was too much overlap.
 
Any true to Mauser design CRF system is nice.

I find one of the reasons I prefer crf to push is the ability to feed the round RELIABLE from whatever angle you hold your rig to load or reload. The round will not drop or double feed the chamber.

Used his bottom metal, it was excellent. Look forward to seeing his actions, hopefully the bolts are one piece.
