No bolt. In an AR the bolt and carrier are 2 separate pieces. So you need a bolt but not the carrier.

So if someone either modified or designed a new bolt carrier for this to operate as semi auto, would it still be non restricted? If its not classified as an AR varient then the action shouldnt matter right, or does the law classify the action?

This firearm was specifically designed to never work as a semi-automatic firearm, only as a manual action. There is no way to modify it to work in another fashion.
MRA has a completely different semi-automatic chassis ready to go, but they will not release it until the government changes or the OIC changes are ruled invalid.
