i've used both of those powders, with that same bullet, in a 24in barreled antonio zoli, 1900, (husky 1640 clone, but smoother) made in Italy.
this rifle likes the bullets seated out as far as the magwell allows. most rifles chambered for the 30-06 have deep throats, to accommodate 220 gr bullets and there is usually a lot of freebore.
both of my loads are safe in modern rifles. neither shows signs of abnormally high pressures
as mentioned, the powders you mention are both on the slow side, but still perfectly acceptable and give decent hunting velocities.
my loads for each are compressed, which doesn't bother either of those powders, AS LONG AS YOU USE MAGNUM PRIMERS FOR CONSISTENT IGNITION.
57.0 gr H414 / cci250 magnum primers / 165 hndy il = 2800+fps
60.5 gr imr4831 / cci 250 magnum primers / 165 hndy il = 2800+fps
these two loads are used in half dozen rifles i know of and all give consistent accuracy/velocity results. expect less velocity with 22 in barrels.
