Bullet expansion

My buddies just got back from moose hunting and got themselves a nice cow and a calf. They found one of the bullets lodged just behind the shoulder and this is what it looked like.

The bullet was a Fed. 30-06 180g Premium Safari win. magnum. The moose was shot just before it got out of the water, was the cause of this bullet not expanding due to it skipping on the water first ??? Would the water slow the bullet down enough so that it would not expand on impact with the animal?
 
"...Would the water slow the bullet down enough..." Yep. Hitting water at high velocity is just like hitting concrete.
 
It looks like it may have ricochet of the water and hit the moose going on an angle or even sideways.

:p LOL, thats what I read off the box of ammo he showed me .... though I admit I was reading it with tired eyes, but am pretty sure thats what it said. I kinda thought it tumbled also, but having no experience shooting at an animal in the water I knew you guys would have a good idea of what happened.
