Umm this business is the importer/exporter. So if they don't get it, Nobody will.
And chances are since long time has passed. 2012 price of 1150 may be 1400$ Today, and then re discussion has to happen, since I'm pretty sure they go back to only 102mm barrels.

They can't until the sanctions against Izhevsk are lifted. Lots of guys are hoping for that but I think it's unlikely.

They won't for the foreseeable future until the government drops sanctions against Russia or KBP licenses the design to another country that allows resale. Neither of which are very likely at current.
