Picture shows a square plate but the description says shooters cut? Is that just the outer bag it comes with?

And what's the deal with using these without a soft armor backer? Would the rating go down to level III or something?

Yes not the best photo
But they are shooters cut.
And yes they are rated at L3 with out the use of some soft armour behind it.
These plates were made to go in a carrier that ready had soft armour in it
Or in a plate carrier you would put over soft armour.
