I'm really glad your's is working out, I would be perfectly content with 3.5moa and would just chuck steel through it (it doesn't half dent cases).

And this is why you don't touch norinco products. Even the type 81 came slightly bent and norincos answer was this is in spec. The company makes batches of garbage while having the odd good one mixed in to the overwhelming large pile of junk.

You might have one of the lemons with damage to the inside of the barrel. Look down the pipe with a flashlight to see if they over-drilled your gas port.
Thats probably because that is the spec. U want a mass produced Chinese Military rifle... thats exactly what u get when u order a Type 81SA. Im pretty sure its not Norinco's fault TI charges $1000-$1500 for one.
My buddies gen 1 with a t97.ca flat top rail worked great as a varmint rifle for many years and it would print 5 rounds pretty easily within 2-3 MOA. BUT THEN suddenly about 2 years ago it all the sudden started printing groups more like 6-8MOA = possibly a wandering zero as well ... he parked the gun and hasnt really used it since. Me and him intend to investigate into the cause but havent made the time yet lol. Interesting to read everyone's findings regarding the wandering zero.
While mine (gen 1 with a red dot on the carry handle) doesn't have a wandering zero, it does have radically different POIs between ammo brands. It always groups very well, but one brand of M193 will hit dead center, another will hit 6" low and left, and another will hit 5" right. It's very fussy about ammo.

Interesting, haven’t heard of all the issues in one rifle before lol.
1) failure to feed issues I’ve found to be purely from magazines. I’m told gen 1 (all I’ve dealt with) is worse, but as long as the magazine is good, zero problems. You want the magazine to be fairly tight. I’d say fitting but not drop free even. If it can tilt forward in the mag well, Itl ram rounds into the feed ramp.
2) wandering zero - there really isn’t much to the gun so only a few things could actually cause it. I doubt you’re forcing it down into the sandbag, but that would do it, since the barrel and hand guard are all attached to the receiver. Worst case scenario would be either a crap barrel or receiver with residual stresses causing movement under slight heating. I’ve never had this problem. I’ve had my T97.Ca upper come loose, but if that was solid in your test.. shouldn’t be an issue.
3) trigger reset issue. My friends gen 1 had this issue when using a T97 LHG, but worked for the factory lower with the stronger spring. Again there isn’t much to it, make sure the trigger bar doesn’t have any burrs or edges catching. Make sure the trigger pack itself moves freely.
His was also sent to north sylva for the trigger but they sent it back saying there was no issue.
If you need any help checking on things let me know, I have a couple gen 1 I can compare to.

I definitely am not questioning your firearm experience as you were very through and your military experience shows. But as with some of the Norinco/ surplus products I have used over the years I have had to do some tweaking especially in regards to fail to chamber. In the pic where you show the tip if the bullet stopping at the edge of the chamber is where I,ve had to do a little work to improve the lead over the edge into the chamber to correct this issue. Using a fine tapered stone on a dremell and marking the spot with a sharpie and increase the taper lead on the edge into the chamber almost like the M4 chambering improvement. You only do little amounts at a time (creating a vee shaped U ) and test with mags of dummy cartridges until functioning proper. And if the cartridges are leading in double stacked left right left right and vice versa then mark the other spot and do it to. When satisfied you have it proper then with some thing fine and or with compound polish to chrome like finish and this has been needed on a variety of rifles I,ve owned over the years and with success.

Counter sink the two bolt holes on the FTU, use the appropriate bolt matching the counter sunk holes. This prevents lateral movement present with the factory bolts.
Locktite them.
IMHO some of the reasons given by the 'gunsmith' are simply intended to make you go away. Oh, and like others said, use an ammo you know it likes.

I received a full refund in store credit. They never accepted that anything was wrong with the gun but also contradicted themselves in the same sentence (IIRC).
I made an update post so check it out for details
In fairness TI is giving a good price given all the business development and import costs they expend prior to get the rifle in.
