Many rifles were gifted the rangers - any ranger with a PAL that wanted one, got one. Few (if any) Lee Enfield rifles are still issued to Rangers, some exceptions would be backup rifles, drill purpose guns, instruction pieces, etc.
There are still many serviceable and DP rifles left in the supply system, as far as I know, destruction hasn't started yet. I also don't think the DP rifles are being destroyed, they are being retained for various reasons (display, parades, cadet corps, etc.).
For my good friend enefgee, we can't replace fighter jets because politically the leaders keep changing their minds and policies - not because the CAF isn't competent enough to buy jets. That procurement has been totally re-started multiple times. To put it in perspective, Chretien signed on to F35 development as one of the original 5 contributing countries in 1995!!!
Then the Liberals "killed" the program in 2006 when Stephane Dion tried to form a coalition with the NDP and Bloc to boot out the Harper minority government, and so on... Liberals have short memories of convenience.
