If a person had access to an upper with 18.5" barrel and swapped them out, would it be possible to have the lower reclassified as non-restricted?

No, these are imported as pistols from the USA. Any gun with pistol markings is restricted and can't ever become a NR. I know this because I asked the CFO about converting an MPX to NR a few years back. You can make the barrel length 18.6" and it will still be restricted.

I hear ya. Wasn't sure if they were being imported as pistols or restricted carbines, but makes sense with the "pistol brace" on it and American laws. Thanks

If they were being brought in as "pistols", the 4" barrel would make them prohibited.

They are carbines ( rifles ) , not pistols. They are exported as "Pistols": from the US which means nothing here other than its easier for them to produce and ship.... They are 4" carbines in Canada. They are not registered as a "Pistol" or "handgun" here..
