looks like the barrel has an extension added and concealed by the front sight....they were legally non-restricted in some provinces back in the day...
rifle has had parts replaced the safety is not made by inland but by IBM what's the oprod bolt, trigger housing trigger hammer and sear marked?
is there any wear on barrel finish past barrel band (sometimes people remove and replace with original type barrel band)
mags are common 2 inland and an underwood
All of which could easily have been done during an FTR or even in the field. Especially if it went to another nation, such as Germany and Austria.
I had one that had the rear sight mount milled off and a tangent type sight installed just in front of the receiver, in front of a modified hand guard.
Magazines were not always kept with the rifles they were issued with.
IMHO, you're splitting hairs to a ridiculous point.
