You're right, there doesn't appear to be any specific mention of the not-a-registry implementation specific to July 7th, however, it is the date that certain aspects of C-71 are being implemented and I for one wouldn't put it past the current Government to quietly start keeping records on this date, even if the official date is later this fall.
Worst case scenario I just bought another NR and now have some additional time to consider a second purchase this fall that will fall under the radar.

July 7 appears to be the date for two items:
1. New applicants' background checks now apply to their whole lifetime, not just past five years
2. Re-institution of ATT requirements, aside from range
The retail records mandate is under public comment, but the government appears to signal a Fall 2021 implementation.
Seems like the only urgent thing for people to do is for anyone putting in application for PAL, do it today or tomorrow, if there is anything in your background that may be flagged by the government.
