Why does .308 have a lower capacity than the standard-length cartridges like .30-06?

My hat is in the .308 and maybe 6.5 Creedmoor categories.

This right here. Seen a few short howas in 308, few rugers, either American or Gunsite scout in 16 inch, but otherwise they are rare. Give us some more short bolties please!

I'd consider the 6mm Rem option with 560mm barrel and open sights if it's a 9-twist or better.
