This but if it's deeper than just surface rust, it's next to impossible to repair.

Wipe Out actually works better than the oil.

Apply Wipe Out to the less abrasive 000000 steel wool and scrub the area until it foams a bit and let it sit for 20 minutes, then do it again.

The original finish will still be there but the rust will be dissolved, leaving the pits behind, often as shiny spots, which will have to be touched up with cold blue.

Sorry Cameron, I just assumed that everyone knows what Wipe Out is.

It's made by Outer's, available at most places that sell firearms cleaning products and it comes in an aerosol can or liqid form.

If you're going to pick some up, get the liquid containers as they will clean three times as many rifles.

For at least 60 years that I know of, Hoppes #9 solvent and 0 0 0 0 steel wool.. 0000 steel wool - nothing coarser... it will remove rust and not harm the bluing that is there.
 
I use 0000 steel wool with gun oil to gently wipe the rusted area, the rust will be removed if you are patient enough. Just don't let rust stays there otherwise it'll cause pitting, which is hard to get rid of and very pricy to repair.
