I really enjoy my Rem 783 with 16" heavy barrel. The plastic stock doesn't bother me and fits me well. I got one for $500 with a nice 4-18 AO Bushnell scope. Excellent value given the accuracy. I was reading that the production of the 783 model resumed at Remington so spare parts down the road should not be an issue.

Howa, have the Mini action, Bull Barrel in 7.62x39, suburb Rifle for the price.
I had one; traded for it so I could use up left-over ammo from my AR I can't used anymore. It was OK, but just can't get excited by .223.
If you can find one, Baikal made a single shot in .223; really nice solid gun with a better trigger; but good luck finding one, I could not.

I'm pretty much doing the same. A big pile of ammo with nothing to shoot it with. I've come across a couple of wood stocked .223 Handi Rifles but I specifically want a synthetic stocked one.

Of the guns on the list, I'd definitely pick the Savage. I once owned a Savage 10 in .223 (heavy barrel) and other than being a heavy gun with the accu-stock (Aluminum bedding system?) it never disappointed in terms of accuracy. 55gr. Hornady varmint ammo (factory) was under 3/4 MOA all day. Hand loads dramatically better.
My nephew shoots a first generation, Savage Axis in 223-well before they offered a heavy barrel. Still owns that gun, sub-MOA with the same factory Hornady mentioned above. I've improved the trigger, and that crappy plastic mag everyone complains about=still chugging along, and multiple sub-zero outings under it's belt.
What do I suggest? Tikka all the way, and don't go by photos online...go handle one. They deserve their well-earned reputation, and shooting one...you soon forget the price tag. I've mentioned it often, and recently here on CGN...but the only rifle in my plans is a Tikka CTR in .223. Having now shot 3 CTRs (2 of them 223s) the choice is clear...and the saving has begun!
I have shot Savage Axis, Ruger American Ranch and have handled a Mossberg. The bolt on the Mossberg felt so loose I thought it might have been for a different rifle. Could have just been the one I handled.
the only problem I have with tikka t3x ctr is the price of magazine. They are ridiculously more expensive than other models.
Right now I have access to a 100 yard range , but it will soon be expanded to 300 yards.Id look at something in the EE with a fast twist aftermarket barrel already on it. They pop up every once in a while. Im sure theres one kicking around there.
223 is perfect for what your looking at doing.
What ranges are looking at shoot at?
