I read on another site....... "Just think of the 300 Savage as a mid level loading of the 308 Win, and choose your bullets from there."
Makes it sound like , you could take a .308 win handload , pull the bullet , re-use the bullet in a 300 Sav. case , along with the same powder if you reduced the load by 10%. What do ya think? Some powders are alot bulkier than others. There wasn't any specifics. Just kind of a general statement I guess.

As someone who handloads for the 300 Savage I would say that you should only use published loads in reliable reloading manuals. While I agree that the same projectiles could most likely be used (0.308" dia up to 180gr) I think that blindly using 90% powder is a bad idea.

That being said, it's probably OK. For 150gr SP, Lyman 48 lists 40-43.5 gr of IMR3031 for 308 Win and 35-39 gr for 300 Savage. I do note that not all powders listed are the same, but I guess that's just what Lyman tested.

My first question is: Which rifle are you loading for? I had a M700 Remington Classic chambered 300 Savage, and I could load close to 308 Winchester
specs without any issues at all. But, that is a modern, strong Bolt action rifle. If you are loading for a 99 Savage, I would be a bit cautious.
For 150 and 165 grain bullets in the 300 Savage, Reloder 15 is your friend. Vihtavuori N540 is close, as is Norma 203b Dave.

Win 748 has shot well under MOA in a 99........42gr/150gr......41gr/165gr.......40 gr/180gr........mag primer

Maybe you can get away with it, and maybe you can't. I don't know why you would choose to do so if you had the normal load development option.

The comment might have been meant strictly to help guide the bullet selection part of load development: Given the limitations of the cartridge, you get less "bang" with 300Sav so you shouldn't use heavier / tougher bullets from the upper range of the 308Win.

Rifle? A Savage 99 has a magazine length to accommodate the 2.6" oal of the standard 300 savage cartridge. That factor makes some bullets not very viable for loading.

What game will you be hunting? What do you consider the maximum range at which you will shoot game?

Pulling bullets, salvaging powder, and the subsequent reuse of components requires stepping over to the dark side, where you set the rules, and you own the outcome. I've been there, and have had successes. Today I'd rather shoot cast at targets.

I think you’re on the right track in thinking it’s just a general statement and shouldn’t be taken too literally. In some cases it might be close to the literal truth, but finding the exceptions could be unpleasant. If you’re thinking of loading for the 300 savage look in to lever evolution powder. IRRC, the case capacity of the 300 savage is very close to the .308 Marlin, which uses that powder, and I remember reading some other people were using it with good success.
