The deal is that you can buy it in the States and if you appear at Canada Customs they will let you declare it if you have a PAL. The problem is that if the US authorities catch you doing it, they will at the very least prevent you ever entering the USA again and quite possibly do a lot of other things to you. It's because of ITAR, which is a situation that falls back on the Liberals but since I caught flak for going into the history of our ammo related shyte situation only a few posts ago, I'll refrain from relating just how.

When I asked the ATF/ Border guy, the said I could as long as it was not for resale and it was a reasonable amount

That appears to be referring to not buying ammo in the USA, but rather taking ammo with you to the USA then bringing it back?

Best thing would be to ask the US border-ATF folks.
Way it was explained to me back then was - As a "nonimmigrant alien" you are allowed to buy ammunition as long as you have an exception and are not prohibited to do so (criminal record)
- Having a form 6 / US club membership/ hunting license from a US state, gave you that "exception"
- Ammunition purchases were to be for "personal" use (not re-sale) in reasonable qty. Don't have a clue what's "reasonable", but a caisse of 5,000rds of 22lr was apparently reasonable.
When in doubt, ask.
- While there is plenty of bad-mouthing of border agents and the like, all my dealings with ATF agents/US and CDN border guards have actually been quite pleasant. They'd often shake their heads at the rules, and reminded me that (back than) AP ammo and ammo belts were a big no-no.
- More often than not, when planning to bring back stuff I'd stop on the way in and ask if there's been any rule changes. More often than not the ATF/border agent would leave me his card in case the stores had any questions (having a strong French accent, there's no way I'd pass for a local)

When I called the RCMP they said I could bring it back with me. Up to ( If I remember correctly) 10,000 rounds. After that's it's a shipping thing (TDG, explosive transportation) for personal use. As I read here, I didn't ask the ATF or anything. It seems muddy. This was 6 years ago.

Close to our US border, on the US side of course, there are patrolling vehicles marked "Homeland Security". The odd time you get stopped by them, and they ask you where you have been, etc. I suspect they would enforce ITAR regulations that prevent the export of firearms and ammunition without having secured US Government permission. I would not want to find out the consequences.
Maybe tinfoil hat level stories, but some say they get licence plate numbers of Canadians who go to gun shows or park at Cabelas, then pull them over.

How it's working in the last 2 years while Biden's been prez I don't know, thanks to the border shutdowns but look up White River Junction, Vermont on a map. It's basically a half-horse hamlet but it's at the junction of some major state and federal highways and there are frequent HLS roadblocks there, appearing out of the blue. They're officially looking for illegal aliens, which now would be pretty funny considering we're in the Biden administration, but it's far from unique that close to the Canadian border and is just one way you could get detected with bulk ammunition: for instance there are occasional CBP inspection stops as you're leaving the USA, not just driving around in it. I like visiting there and I would hate being barred from entry and my vehicle being confiscated and the other stuff they could do to me, I don't mess with the US.
I see Canadian tire is advertising the Winchester 555 bulk for $70(though they have none currently in stock where I live)That’s a $20 to $25 increase from last years price on new ammo when they refresh their stock this year
That must be a recent price hike because someone mentioned that deal a week or so ago and I saw they were going for $50. Glad I got the Blazer for the same price.

I sure miss the pre-911 days... Gotten a contract on a small border town, went for a run to explore the area. Found myself on the other side of town... of the US border town
with no piece of ID...- No problem, just ran back on main street, stopped at the US border office to tell I somehow entered the US. They joke that they had seen me, and figured that in shorts and t-shirt, I wasn't going too far... Cross the bridge to the Canadian border crossing, yeah, they'd just got a call from the US office letting them know I was on my way... Worked there for about a year, got teased about it often enough "have you got your ID's ? Ok, just checking..."

I have been watching a number of sites for CCI Mini Mags for some time now. Hard to find at any price. Some finally showed up on Tenda’s site. Picked up 5, 00 for $700. Works out to .14 cents a round. Considering how hard they have been to locate, plus free shipping and less tax; I’m thinking the price is good. Some fellow shooters are in on this so it won’t be too hard a hit on the wallet.
$0.14+TAX still kinda hurts for .22LR. Are the Mini-Mags that much better than the CCI Blazer? Free shipping is nice though.
In Ontario that $700 + tax is $791 or $0.158/round assuming free shipping.
The case of CCI blazer I picked up worked out to be $594 after tax and shipping, or $0.119/round.
