Yep. Strip it. Steam it. Sand it a bit. Watco or Antique oil it. Take your time.
I picked a similar M70 223 Rem out of the Calgary gun show last spring. 600$ iirc. The bluing was very good but someone let it bounce around a bit too much, the original finish was toast. So I refinished it and it turned out really nice. See.
