Right now Princess Auto has the Pelican Storm cases on sale for $80. Regular price is listed as $149.99. I don't think it has the foam included, but it does have wheels, a permanent cable port and a collapsing pull handle. Size is 21-1/2"×14"×9". They are the bright yellow ones.

Thanks for the heads up... interesting background on the cases, from one of the reviews:

This is a used Pelican im2500 storm case modified to add a Harting
09300060302 connector on the top end. Looks like these were originally used to transport LTV Series Mechanical Ventilators at the beginning of the pandemic, now that Covid is pretty much done these are being sold as surplus. I'll be getting a couple more of these to use as a case for lithium battery packs and maybe also my carry-on luggage for next place trip.

It's an industrial-grade connector, so I wouldn't worry about the water tightness/durability of the hatch, but I don't know how it is sealed to the case. From the picture, it looks like there may be a rubber gasket. In any event, the installation looks "professional" and with the pressure-relief valve in the case, I wouldn't be that worried that the case seal has been compromised.

They also have the smaller 10" knock off for 14$. Can fit 3 full size handguns in there. Very robust

The 10" is no longer on sale, but now the 16" one is on for $35 down from like $75, and the 22" with wheels is also on sale.

I bought two 16" ones. I wanted a pair of the 10" ones but forgot to order before they sold out.

Ordered one, should be here by the end of the week. Been looking for a secure carry on suitcase and except for a lining this should fit the bill.

Yeah I think the connector seems professional … there’s a gasket and the connector is screwed on from the outside with a hole cut out for cables on the inside … I’m sure it would be water resistant, but maybe not to the same degree. I can’t seem to find it now, but the case in original form had some big claims about its water tightness on one of the websites I looked at.

I wonder how many pounds it can carry?
 
Looked for the same Pelican im2500 storm case new. The purge vent is gortex lined so should be mostly waterproof with an ip67 rating. Buoyancy is rated at 65 lbs. My dream of having a light tough carry on might be purged as the toughness comes at a price of 17 lbs.
