Winchester 94 Markings

A friend just picked up a pretty much mint Winchester model 94 30-30 today from a local gun shop. Serial number dates it between 1943 and 1948. It has stamp marks on both stocks and reciever. Wondering if anyone has seen these marks before, or if its just someones random stamp. I was thinking it was possible that the rifle was an issued rifle of some sort? Let me know what you think, or have seen this stamp before!

OP - you should be able to find references, or is perhaps people on this website will know - I think the positioning of the "C-Broad Arrow" stampings was relatively known where they were supposed to be placed on the rifle? I think the PCMR rifles also had a funky thing for front of sling?? May or may not be still with that rifle? Pictures that I have seen suggest they used the braided canvas slings like used on No. 4 Lee Enfield - perhaps even were using the same sling swivels as well?
 
Canadian military issued. I’ve heard Pacific Coast Militia Rangers or PCMR. You have a treasure there, if it’s real.

That it for sure. Just looked that up. Rifle looks barely fired its so mint. He picked it up for $850. It has the issued rear sling mount but missing that weird front mount that wraps around the front stock. Lucky bugger if its real, like you say!

Serial number will be around 133,000. Slings were standard Lee-Enfield issue.
