Last I checked there was no Goex anywhere my LGS used to carry it before Goex closed now their open again so hoping they will get some in eventually.
I was wondering about the regulations as well bc it says the word acquire but doesn’t give a definition.
As far as getting the license for explosives I’d probably inquire with the people who deal with the sort of thing in government idk the process.

Few months ago they had pyrodex and that stuff won’t work in a flinter very well.
If you can find a can of real fffg powder, you can use it to prime, and to put 10 gr down the barrel and then you make up the rest of the charge with 777 or Pyrodex. One pound of fffg should be enough to prime and shoot about 450 shots (if you're only using 10 gr to start a larger charge)

I have about 3/4ths of a pound of that pyrodex garbage and had no idea what to do with it...until your post! WHY DIDN'T I THINK OF THAT!? And, thank you!

Pyrodex has a higher ignition temp than real black powder it won’t work in a flintlock. Only way to make it work is to duplex it with real BP. a small charge of real black powder 10gr or so(enough to be past the flash hole) and then the main charge of pyrodex(reduced by charge of real BP) And real BP in the pan.
Thanks! I guess I must be sort of doing similar to what you are describing. I have been using Pyrodex RS and priming with Goex FFFFG. It seems to work with no measurable delay in ignition. Guess I've been lucky but still, I am thinking of switching over to Triple 7. Apparently real Black Powder is very difficult to find, I am told. Thanks again.

Once Goex gets some product on the shelves it should be available. 777 is not going to work unless duplexed like I described.
Last I heard was that Estes Rockets (who Bought GOEX in 2021) #1 priority will be to justify the $3 million DoD grant to fix the GOEX plant and fill all DoD orders first, followed by Estes Rocket charge production and then if they are able to still have any left over to sell that to the reloading marketplace.
Unfortunately they are having issues just re-starting production and meeting their DoD supply commitments let alone having any left over powder for the reloading marketplace.
Apparently they may have bit off more than they can chew with buying the rundown GOEX plant and are still finding it difficult to get full production resumed while getting the plant and equipment up to always changing and more difficult government and insurance regulatory codes so that their insurers are happy to insure them again.
That is why Hodgdon sold it off in the first place, they could barely make any profit on it and the insurers and government regulatory agencies told them they where having way too many accidents and their equipment and processes were not good enough.
Last I heard was maybe expect mid to late 2024 before any hits the shelves here. The US marketplace is still #1 and they will absorb nearly all of the first lots of production when it starts flowing before any of it gets up here.

The stock at the HACS show was new production at $40- lb and sold well. Scheutzen is all we will see for a while .
