If you're looking for NR, then probably an X95.
If you're looking at restricted, then probably a Bren2 or a surplus 13" X95.

I would certainly look at the Benelli MR-1 if you are interested in the 5.56 caliber.
In my opinion this is a high quality build, highly reputable company and it often goes on sale and is also available used at reasonable prices. Scandalously overlooked.
I mean you could buy a lightly used one of these for $1500 to 1700 dollars. I don't think anything comes close to the quality & finish of Benelli, at that price.
Perhaps the only downside is the stupid made for Canada 20 inch pencil barrel.

WK180C is the best bang for the dollar. It isn't flawless but then nothing flawless will be cheap.
RDB is decent rifle but also not flawless. DO NOT buy a used one. The RDB may need use of the factory warranty and that warranty only survives with the original owner.
Type 81 are good rifle, durable and reliable. Pretty reasonable bang for buck quotient.
X95 is a good, reliable rifle but more expensive than the first two.
Pretty much everything gets more expensive from here.

Best bang for the buck. Hmm. I would start with caliber, 556/223 or 7.62x39. The first will run you around 80 cents/round, the latter 40 cents for corrosive. It really depends if you intend to shoot a lot. 556/223 is more accurate if that's your thing.

Good to know - So, all of the premium rifles are probably off the table for you then.
Maybe you already know, but if you plan to actually shoot the thing then it doesn't take long at all for the cost of ammunition to exceed the cost of the rifle. A 9mm PCC will generally have a much lower operating cost, but you're asking here in this forum so maybe you've already decided against that option.
Does anything else matter to you? Non-restricted? Used or new? Preferred cartridge? AR magazine compatibility? Other AR parts compatibility? Pistol grip vs. straight stock vs. bullpup? Need optic mounting options, or additional accessory rails?
If you're on a budget, then I agree with bertn above: A new KelTec SU16 for $800 is literally the best value in a black rifle, as long as it checks all the necessary feature boxes for you (they really aren't for everyone). With current production models, they usually work very well. If yours doesn't, then KelTec has a well-established reputation for making it right.

Totally depends on what you're looking for and expecting from the rifle. If you want a hobby grade rifle to shoot at the range where the worst case scenario if it doesn't function reliably is wasted time and a mediocre experience at the range, then the cheapest option available in the cartridge of your choice is "the best bang for the buck". If however you require/desire a rifle that can be expected ti run reliably over many thousands of rounds and don't feel like problem solving potential issues, then an X95 is probably the best bang for the buck in .223 and a Type-81 would be the choice in 7.62x39.

My best guess is that Norinco requires quite a large order and the importer did not want to take the risk.
