EDIT: As noted in another post below, I was mistaken. Primers do NOT require a PAL to purchase by law, but stores can create their own policy requesting one

Every retailer I've purchased from in the past 5 or so years has required at least photo ID with address and only recently a PAL.

Seems you are correct and I was mistaken. It must be the store policy of where I've purchased in the past. I'll edit my original post for clarity
