I am without my normal references here but I have a few 9mm (9x19mm) rounds that I need to identify

head stamp is a T and on the opposite side 17 so manufacture in 2017 but who is the maker primer has a black sealant

European and military issue

Without a picture it's hard to say, it's just a plain T? and not a nato cross in a circle?
Empresa Nacional Santa Barbara de Industrias Militares makes 9mm Largo with a T headstamp but nothing as new as 2017
 
T Munitionsfabrik Thun, Thun, Switzerland, also seen on Norma Ammo, but likely made by Thun.

T oy Tikkakoski AB in Finland and Tula Armory is Russia also used the T headstamp but I believe both factories are closed, and they produced military ammo

^ "Ruag new manufacture" - I do not think "Ruag" makes brass at all - they sell it, though, under their brand name. I have bags of 7.62x39 brass here - the sticker on the baggy says "RUAG AMMOTEC USA, INC." - but head stamp on the brass in the baggy says "MFS" - which I think is or was a brass maker in Hungary. I looked up at the time - parent company likely RUAG Inc. - headquartered in Switzerland - an aerospace company - likely buying and selling stuff from other makers??
 
I was just reading on Wikipedia - RUAG AMMOTEC may now be owned by Beretta Holding - headquarters in Luxembourg - a holding company for an Italian consortium. Does not appear to have anything to do with Switzerland, for the past couple of years.

I used to buy RUAG 45ACP by the case.
 
RUAG made/makes brass and live ammo. The European ammo market has been blurred by the Beretta Groups owning several ammunition companies now, and you can get 'RUAG Hungarian' ammunition now, along with other cross-brand intermingling (bastardisation). Indeed RWS and RUAG are part of the ownership group, and it wasnt that long ago RWS was suing RUAG for intellectual infringement.
Sadly you can see the quality on several makers has dropped over the last decade.
