New brass has already been annealed so there is no need to do it a second time.I haven’t necked from 30/27 to 9.3 before but wouldn’t easiest (without the proper gear) be to anneal and then fire form ?
If it's once fired brass. Then yes

What makes you think a well made expander button turned on a lathe wouldn't be "the right tool for the job"?????The Lee mandrel die isn't exactly expensive. Nothing like the right tool for the job.![]()

Yes.Can I neck up brass in a Lee universal decaping die a few sizes with sizing mandrel’s prior to final expansion with the appropriate full length die?
