Custom .303 #4 16inch stainless barrel

Any smith that works on the Ruger single shots should be able to build you one. It’s finding someone who works on more than just a 700 footprint that can be the issue these days. I have shot a no1 built by Henry Rempel that was very well done.
 
Question about barrels. Since us commoners can't take a barrel and cut it down anything less than ~18", but a newly manufactured (non-semi-auto) barrel can be any length so long as the new rifle meets OAL requirements, I wonder what type of markings are required on a barrel blank? I assume somewhere they list calibre, length, and a manufacturers mark? I read in another thread that any smith listed as a firearms manufacturer can make a barrel, and I wonder if that would include modifying an existing barrel to less than 18", or if it's new manufacture only. I've never bought a barrel blank, so I have no experience with them.
 
Barrel blanks may be marked on he face of the breech end with some data. Any data will likely disappear with machining.
There is no requirement to be a manufacturer to make a barrel blank or to turn a blank into a finished fitted barrel.
I am unaware of any exemption that would allow a manufacturer to cut down a barrel on a rifle to less than 18".

When does a barrel become "finished" and thus no longer eligible to be shortened? How would the govt know a barrel had been shortened?

You can most certainly make a barrel from a blank and you can shorten it to whatever length you wish. There is no requirement to have a manufacturing license.

There are no required markings on a barrel or a blank. Most manufacturers will mark their barrels but those are not required.
