The Orion is a Beretta 686 clone made by Turkish gun maker ATA, it's a copy of a good design produced by a company who's products range from poor quality to acceptable quality but in my opinion not good quality. ATA also makes the Sa-08 for Weatherby and I've seen Sa-08's that were quite reliable but I've also seen one with a broken bolt lock after a couple of thousand rounds so there again, quality is a bit hit and miss.Is that in supposed to move in and out with ease when the gun is Broke open? I can’t push it into reciever unless I push the break latch open a slight bit more then it goes in freely

It's been a while since I inspected an Orion but the ones that I have handled were very sticky and gritty feeling to open and close, this is an indication of poorly finished internal parts. On one of them the top lever wouldn't return to center when the action was closed and had to be pushed closed using the thumb with some force.
If you can't push that pin into the breech face without pushing the top lever to the right slightly then you may have found the reason why the barrel face is getting peened. That said, it shouldn't be easy to push in and you will need to use a small tool instead of your finger to push it in completely but you should be able to push it in without putting pressure on the top lever. I don't recommend letting the top lever slam back to center but rather ease it down with your thumb.
Without knowing the round count of your gun I think it's possible that the action just needs more use to smoothen things out or have a gun smith take it apart to smoothen the top lever latch.
It should be dome shaped, perhaps slightly flat on the tip. The tip should meet the center of the rim of the barrel face - yours doesnt seem to? How about a better pic? I dont own a Orion, but I do own several Beretta 686's. With the action open, I need to use a chopstick to move the pin (without touching the top lever) with about 10 lbs force.How is it supposed to look?

Dam, I miss Stevespages for these type of situations.
If you decide to remove the but stock be very , very , very careful ( and no we are not elmer fudd hunting rabbits) but, if you go this route the draw bolt is a delicate operation to remove because if you slip to can and likely will break the butt stock.
And this will be a very bad day.

No suggestions. If the lever is at the center, disassembled and assembled, then your gun may be worn out or defective. Being off center is good, to some degree, and your degree is perfectly fine.When I push the lever right slightly and push the pin in the breech handle goes more centred then when the gun is assembled and a close the action. That just means that your locking block has lots of life left in it.
