If I was looking to get a fun, reliable and relatively cheap lever action rifle in Canada, what should I consider getting?
Should I also get it used or get it brand new?

Reliable? Opposite of cheap.
Cheap? Something from Turkiye perhaps.
Used? You better know what you're shopping for.
For a newbie, I'd recommend a low end new Henry in .357 and a Lee Loader and Campro bullets.
Lots of yootube material on how to use said loader.

Check out Morrisson, made in Turkey, excellent machining fit and finish, steel receiver (way beteer than the new Marlins) and half the price of Henry or Marlins.
I don't own one , yet, but I was very impressed when I handled them at Tenda and G4C
