Chinese SKS spike bayonet rust?

Hi everyone,
I just purchased this one and it shows some brown colour spots on the spike bayonet. I thought these are cosmoline and tried to wipe it off, but no success. Are these rust? If it's not, How do I clean it off?

Something like a light oil (even WD40) and 0000 Steel Wool should remove it without affecting finish on the rest of the bayonet

Must have been caused by blood spatter from an enemy of the revolution.

It looks like dried Cosmoline . it been on there so long it looks like that. if it was corrosion you could see pitting and possibly feel it too.
try as someone said above. 0000 steel wool and gun oil . go easy on it.
