Yes, 1960s Egyptian surplus is great and will shoot 1/2 moa.

Then you must mean German surplus, or RUAG's most recent batches, or maybe Chinese newly made ammo that you thought was surplus?

I have some hirtenberger and most people think it's ok surplus, it does like 3 moa out of my target rifle. If you pull the bullets and weigh the powders you'll find it's plus or minus a grain or so.

Don't worry dude, you'll get alot of couch "pro's" with attitude that believe they are all knowing giving trouble on here

You absolutely never know....... Ever. I have a friend who's Remington 700 in 308 shoots sub moa with steel cased barnaul 147 grain yet won't shoot any match ammo worth a 
. I'll say this. Go into it expecting ammo that goes bang and lands somewhere on the paper. You might get exactly that or better!

Mostly looking for inexpensive ways to get familiar with my first rifle.
I have used a bunch of chinese bulk fmj, copper washed, steel case cheapy ammo and it is very consistent. But the corrosive primers make me nervous in spite of following a mad cleaning ritual. I wouldn't shoot that stuff in my new Tikka-just in case.
Maybe this could be an alternative to surpuls at just over a buck per round.

PPU, PMC, Aguila, S&B, Chinese copper washed are all good, new manufactured ammo that can be used and its a decent price. You might find the odd surplus deal for around a buck a round but you gotta be quick. I have bought a lot of Hirtenburg for 75 cents a round over the last year or so.
Some of the 70-80s Hirtenberger surplus is Berdan primed.
I'd look for something with boxer primed brass cases, so in case I'd really want to get "into it", I have better reloading options than steel casings and/or Berdan primed brass.
