Need advice on registering an AR.

Hmmm, good question. I was under the impression that only the receiver needed to be registered...

Whoever you bought it from should have had it properly registered BEFORE they sold it to you.

Start by calling CFC and see if you can get transferred to one of the people at the Registry (in Ottawa) who can do verifications over the phone. Explain the situation and see if they will take the "CHANGE OF DESCRIPTION" info by telephone and do the re-registration for you (they probably will not since it's a "Restricted" and normally those require first hand verification).

They are probably going to tell you that you need to find a "Verifier" to inspect the firearm and do a FORM 678 Change of Description... that will then need to be sent to CFC and they will change the registered description to a completed firearm and re-issue your Registration Certificate accordingly.

We do these regularly and for business dealers the process usually takes 2 to 5 days depending on how busy they are.

I asked the person whom I purchased it from and he told me it was completely registered. But I guess not. Thanks a lot for the info, Mark, appreciated. I will call in first thing tomorrow.

Its not a big deal. You have 30 days to inform the CFC of any PERMANENT changes to the status of a firearm. The receiver is the only registered portion, the top is irrelavant. Any barrel length is restricted. Change it if it bothers you. Personally I could care less what the registration says. Its kind of tough for anyone to prove that your top has been on your lower for over 30 days..

hmmm i was told you could just call them and say "yea its got an upper on it, change the status to rifle now" (along those lines)

Well I bought mine in two seperate transactions,upper first, and this was not registered as there are no numbers on it. The lower was registered by the dealer
 
So I just got off the phone with the CFC following Mark's information, they said they have it registered as a frame/receiver only, AND as an AR somewhere else in the system..:confused:
The verifier said he does not understand what happened, transfered my call to someone else and said to explain my situation to them, but no answer so I left a message... :confused::confused::confused:

Take the time and make the effort.

The problem with having the gun registered as a "Receiver/Frame Only" is that in that condition it is not a completed firearm meaning that you cannot use your ATT to transport it to the range for target or competition shooting.

Don't know the legality but some CFO's (Ontario for example) view a "Frame/Receiver Only" as NOT being eligible to transport under your Gun Club long term ATT. Better safe than sorry... get it registered as a firearm.

Sounds like you got the panic-pass to the Firearms Technicians in Ottawa, most I talked to were pretty decent to deal with, they do call back, they just have a large back-log.
