Bear Hunting. Why are hunting shotguns limited to only three rounds when centre fire rifles get five?

I'd like the MNRF and CO's to answer this question, considering this revealing statistic and problem:

I've always understood it was to prevent slaughter of ducks on the water (a hold over from market hunting days). or the crippling of them in the air as they fly out of range. Now that you mention it though, there seems to be no reason for it on land that I can think of.

Under hunting regulations there is no capacity limit on rifles. That I know of anyway.

During the Southern Ontario shotgun deer hunts, the C.O.'s always check for 3 round limit.

As per bcsteve and IronNoggin above, in BC, hunting big game with slugs there is no requirement for a plug limiting the number of rounds.

Must be an Ontario thing.

True dat... For shotguns, Onterrible's hunting regs state that a shotgun must be plugged so that it cannot hold more than a total of 3 shells in the chamber and magazine combined.

Do you hunt in a restricted WMU? If not, the regs say shottys are ok so long as they're 20ga or bigger:

My WMU 92B only allows muzzleloaders for deer ( the only big game we really have here). I can hunt coyote with a .270 but not allowed for deer.

In Ontario the capacity limit for shotgun hunting is 3 shells, regardless of the game being pursued.

If you're shooting at a running whitetail and miss with the first 3, a 4 and 5th shot aren't going to do you any good.
