Bedding Thoughts.

$1200 is definitely too much for that kind of job, that said most trade now charge easily $80/hr then there is material( lots of fycking epoxy in this case 
). Let’s say there is 3hrs of work total that is $320, add $150 in material that’s $470… make it 8hrs of labour that’s $800 plus material still under a $1k

Several years ago R P S International was located west of Edmonton. I bought some stuff from him. No problem. He was not a gunsmith how ever.. and others had some problems not getting what they paid for. I guess I was lucky as I picked up in person.
I bought an action and a few other items for a rifle I was putting together from him back in 2023. No issues with the transaction or product I received. He was actually quite helpful and took time to answer a lot of my questions. At one point he did offer to do some "gunsmithing type work" and seemed to know what he was talking about. I'm glad I decided to do it myself after seeing that!
Not saying what he did was wrong but it should have been discussed with you upfront and quoted. I would definitely have an issue with that bill.

It's not even hobby grade! That's like "teenager that didn't read the instructions" grade!
I'd be embarrassed to be seen with that, everyone at the range is gonna think OP did the work himself because who's gonna look at that and think "oh yeah that was totally done by a pro".

If I have to guess… I’d bet the gunsmith said the stock and action don’t match up. Gunsmith said he’d do what he could and maybe didn’t come out and give an honest estimate and the owner probably didn’t ask for one thinking he’d be charged the standard rate for bedding. Fast forward to now and we see the outcome of poor communication.
As nice as you think that stock is/was, I think you would have been further ahead by getting a nice fitting stock, and adding the epoxy fill in those type of areas to add color.
It looks like the original stock never fit proper to begin with. Much more, better photos on their facebook page about this stock for sure.
Wonder if it might be worth your time to fill the finished stock up to the new bedded height of the action. Another words add materials to your stock to build up the stock to look, sit proper to the action, and then finish it properly? I imagine that would be lots of work, and quicker better to get a new good fitting stock and add the "river" look to it.
