Trying to get a SXS for upland hunting

At your price point you're looking used and low end guns as 20 gauge guns are at premium price point for all makes. I would hesitate to shoot steel in such a gun even if it were more open choked ( IC or skeet) as many of these older guns have thinner walls due to weight or wear and if I did I would use the smallest shot I think would work. People have used steel in older guns and survived, in fact there was a you tube series on TGS channel where an older gun was fired extensively with steel and it showed little to no dimensional changes but I am still hesitant to try in my older sxs shotguns.
If your not against using inserts , there are 12ga to 410 and 12ga to 20ga
That being said, there are some very nice 12ga doubles in your price range at https://intersurplus.com
I'm not sure if steel shot would be an issue as I've never used steel shot in a double. I only use lead shot in mine.

it wont get much love on cgn, but I have 3 of various configurations (20ga, 410, 12ga supreme coach) For an occasional shooter, they work fine, they can be found in fixed ic/m but your best best is the supreme with removable chokes
or increase your budget by a little bit and get a churchill 520

For many a year my trusty SxS uplands gun was a Browning BSS in 12G, a good quality gun that cost me something like $850 new. I got what I think was called the Sporter model, chokes were IC and modified and while I never bashed it up I never felt I had to wrap it in cotton wool either. It was in fact head and shoulders above every other affordable double barrel gun I could find at the time.

Speaking of Intersurplus, about a year ago, I wanted a good, solid S x S and since I would not be using it a lot, I set a pretty tight budget. My criteria for selection was quite open, I always shot double triggers so not an issue, full and modified chokes give all the versitility, I did not care about extractors vs ejectors, and it needed to be in good shape. It needed to be sturdy as I may shoot slugs out of the modified barrel.
Having seen a bunch over the years, continental shot guns, while not as refined as British guns, they are built for heavy use, often used with stout loads for stag and boar, I looked mainly at Huskys, Baikals and Fegs. Huge selection, and I settled on a very nice FEG, the wood was a bit dry (oiled it up a bit)
, bluing near perfect, no rust anywhere. No question, such a gun would handle 2 3/4" loads of any type, including steel. BTW, it can be switeced from eject to extract as well. i really like it!

Unfortunately, that price point limits you to fairly low quality SxS shotguns, I would be looking at a pump or used semi auto in that price range. And if you can't shoulder a shotgun , to check for fit before purchasing, the odds aren't good that the shotgun will shoot where you are looking.

Are you interested in 16 Ga? Have a look at Intersurplus...he has 3 pages of them at all price ranges. Denis is a good guy to deal with. Stick with stuff with perfect bores, no cracks and probably, $400+.

If you are just ground swatting birds, a cheap SXS is as good as a $10K gun. Stoeger makes a bunch of inexpensive SXS's... they are not refined and the fit and finish is what you would expect at the price point... but they are pretty robust and go bang when you squeeze the trigger. There are also some low end Turkish guns that are in the $1K range. If this is to be a "quad gun," you might want to find a used and beat up "B" gun... they can be found in your price range with some patience.

Several years ago, I prepaid for one of those at Epps. The deal with Wes was that when the order came in I would get the pick of the litter with the nicest wood chosen.
When I finally got the shotgun, I was not thrilled to find that the wood had less figure than cardboard. That was pretty much the last time I bought anything from Epps. Don't buy one sight unseen.
You said: "Upland"... So I'd leave the steel shot to a waterfowl gun & wouldn't worry about the lead if it's just about it being cleaner...
