Well then no wonder ! It’s junk brass could be 2 or maybe 3 different manufacturers in each bag

OP, a four grain difference is not much IMHO.
I've had similar results with brass from most major manufacturers in North America as well as Europe.
The standard operating procedure back in the day, for hunting rounds was to separate the cases within 2 grain batches, and match cases within .5 grain batches if possible.
When the trustworthy 308 Win was my go to match round, I really liked IVI brass cases, because after they were sized, trimmed to length, and neck dimensions turned to proper diameters, case weights were as consistent as very expensive match grade cases.
The thing is, it was usually close to free, and there were thousands of cases available to sort through.
I preferred blank cases if I could get them. Original load pressures were low, and they were almost as soft as new cases. You only had to trim them, which was easy for me because I could clamp them in a base chuck, then turn them to length on a lathe.

Funny how this is all so important these days.....
Been reloading close to 50 years now, I probably shoot 5000 total rounds per year. (centerfire, rimfire, and shotgun total)
Never weighed a piece of brass in my life....
I know my left nut weighs more than my right nut. Yet they still shoot okay, well sometimes..........

Just wondering are you a ranked competitor in matches such as SBR, LRBR, Varmint, TR or Fclass?Funny how this is all so important these days.....

All I am saying is that 4 grains difference in cases COULD make the difference in a SBR 5 shot group or a 15 shot F/O score.No. Should I have been?........
Maybe not a lot, but all things being equal , enough to turn a bull into an inner . In a hunting round with a big case a difference might not be noticed however.

Interesting!.....
Just buy Lapua or Alpha or Peterson brass and avoid the disappointment of Hornady etc
