If I can legally carry a rifle or shotgun in that location then there is no reason I shouldn't be able to carry a handgun as well.

Carrying a handgun ANYWHERE shouldn't require a permission slip.Carrying a handgun in the bush shouldn't require a permission slip.
The statistics say otherwise.Handgun really isn't enough grizzly deterrent.
Govt in a nutshell.The one guy mentioned that he was the person responsible for dealing with ATC requests for animal protection and he said there was a course required that included shooting with the handgun you plan to carry and you had to be proficient with it in order to pass and get the ATC. He specifically said that he felt responsible for the safety of people that carry and wouldn't let people make their own decisions about their safety. He absolutely believed that people shouldn't be allowed to make their own choices and that he knew better.

The problem most people have is that they think a firearm must be able to kill a bear to successfully prevent an attack. That is completely wrong. A firearm need only be able to dissuade the bear from attacking or continuing to attack and there are loads of cases where a 9mm handgun did exactly that. My suspicion is that the noise coupled with a pain stimulus is enough to dissuade most bears.
