Does having the inserts prevent the need to lap?

Yes; lapping is usually done to maximize the contact area between the inner ring and the scope tube; makes it more sturdy and reduces the chances of leaving marks on your scope. Since those inserts are likely synthetic, they will not dent your scope but will instead mould themselves (as you tighten the rings) to the gap between rings and scope tube.
