Its a restricted pistol already, so go ahead and swap the barrel. You can call in the change in length to the CFC if you want the reg slip to reflect the 4.5" barrel instead of the 7" it comes with.
 
It comes with a 10 inch barrel, and if you go down to less than 8 inches your muzzle will not clear the end of your stock, and firing will burn the stock.

But if you are set on a 4 1/4 inch barrel, you could probably just do some woodwork at the cost of losing the bipod.

Actually at the 4-1/2 inch mark the barrel is approx 1/2" above the stock because the stock tapers down at the front. With the shorter barrel you will have approx 2" of stock in front of the barrel. Where were you going to get the barrel?
