I looked up and down the marstar site for a broken case extractor, and a google search turned up a bunch of american distributors that dont ship to Canada. Am I just blind, or do you know of any other guys that sell them? I would also pick up a 7.62X54R extractor as a bit of insurance as well.

DO NOT use any pliers, rattail file or other objects to try getting the front part of the case out: you risk scratching your chamber and this would add to your problem. I suspect you may have a rough/corroded finish on the chamber walls which contributed to the separation by increasing the effort required to eject the case.
Get a broken case extractor.
I think Marstar sells some for SKSes.

I had the same thing with my SKS, two in the same box of ammo one day at the range. I just blamed the ammo as I have shot hundreds of rounds before and after with out issues
