What is the best rifle I can get in the $1500 or less range

I'm running the following for my first long range build (not a novice though)
Rem 700 R5 Mil Spec .308 ($1300) (In stock at Accuracy Plus in Peterborough for $1000)
AI 1.5 Stock ($900)
Badger Base and Rings ($400)
Bushnell Elite 6500 ($800)
Badger Bolt Knob ($50)
Harris Bipod ($80)

The bare minimum I would recommend is $2000 - $2500 for a rifle, base & rings, and scope. Also there is a huge difference in recoil between .17 HMR and center fire. If you want to feel bone crushing recoil that will make you flinch with every shot buy a 700P in .300 Rem Ultra Mag, Wolverine Supplies has one in stock. If you want an real custom tack driver call Rick at Alberta Tactical or VBull and they will set you up, but you will be looking at alot more than $2500

imo accuracy plus is not worthy of ones dollars. i hope the owner of that store reads this and pms me. the staff are the most indifferent i have had the misfortune of meeting, and lazy as heck.
 
but back to the question at hand. most bolt .308's will pack enough jam for decent long range shooting, you have to do your part and if you do, 800 yards will seem much closer. good luck.

Although this is some top-notch kit, it won't really make your existing gun any more accurate.

The changing of the factory barrel for a proper match barrel (and its associated chambering/smithing) is the single most important modification you can make to a factory rifle to make it shoot more accurately. Of course I have my own prejudices as to what I think are the best barrels, but the truth is, every custom barrel maker makes excellent barrels most of the time.

Look at what Mysticplayer does with $300 Stevens rifles by adding a proper match barrel!

$900 for a fancy tactical style stock is like putting a 10 grand chameleon paint job on a Chevy Cavalier to make it drive faster.:) I'm not putting it down because that really is a nice stock system, but it won't make a substantial difference to accuracy over a stock rifle.
 
These are all great options, but if you are on a budget then perheaps you should get a old surplus rifle, I picked up my for $75, it shoots great, its simple, reliable, it has a Bushnell Elite 3200 scope on it. The 7.62x54R round is preaty powerfull. With one of these you can use iron sights or put on a scope, it may not look super tactical, but its accurate and there are black aftermarket stocks for these, which would change the look if thats what you want.

Guys - I'm not sure - but looking through this thread (and seeing the notes by Assyrian & waynesixgun about other odd posts by this person) - and the fact that there has been basically no feedback or posts by the threadstarter - I think this is a troll & a waste of time.

I know - that's why I think it's odd......

All I'm saying is that when I first got into shooting, 30 seconds of research told me 2 things - 1) start with a smaller caliber & 2)spend money on a good scope. Then I posted what I believed to be pertinent questions, and got great responses that helped me purchase my Rem 700 (.223) & Leupold scope.

Strange how this guy comes on and says he wants the EXACT opposite (big caliber & crap scope), after having started threads about .50cal handguns & "how to get a prohib" license - as pointed out by Assyrian & waynesix.

I dunno - seems like he doesn't actually want any recommendations or info at all - which begs the question of why is he posting?

I have no complaints with my stock 5R barrel :D. It shoots sub .5 moa with 168 grain match ammo. The real advantage though is the 1:11.25 twist rate. It should shoot the 175 grain match ammo fantastically ;)

If the HS stock on the 5R fits you properly then you'll want to save your money with the stock. It fits me like a glove and I wouldn't consider changing it.

Also the Bushnell Elite 6500. I would have gone with something else. But that's personal preference. Zeiss Conquest, NF etc would have been my choice. Even a Falcon Menace 4-14x 44mm over the Bushnell. Again personal preference.

I actually have Two 5R rifles. The first one I bought from William Arms. Good guys to deal with, and I'm very happy with the rifle. But I also bought a second one from Accuracy Plus in Peterborough for $1000. The same rifle ;) but at a very tough to beat price. This one will either go more tactical or.... I may save it NIB either for collecting or to give to my little brother if he gets into shooting. We'll see.

I learned on a .308. In many ways I prefer it over the smaller zippier calibers. The push is harder but slower. With the smaller calibers it's a sharp crack. Not much recoil but the recoil that is there is much faster.
