So I notice they seem to be popular on ARs to attach them (mainly cause of the military's use of them I'd imagine), but where would the average non-military Joe get one in Canada ??

They are meant for use with NVGs. Actual soldiers who actually fight at night have a use for them otherwise they are useless for people like us.
 
For night time use with NVG's you need a IR laser (the one that's invisable), the visible red and green lasers are usefull for quick target aquisition.
 
Pretty useless on rifles, and I should know I have one on my 10/22. Its really something for use indoors or at night, and even then the cool factor dies out. They are really meant to be IR and used with NV, otherwise they dont really do much of anything usefull. And I have yet to find a night time range.
 
they are a urban tool made more for close quarter combat situations. they aid in point shooting and fast acquisition.
imo, a laser is a far better tool for home protection than a flashlight for many obvious reasons.
