Non-Restriced Vs. Restricted Safety Course... Which one?

Hello everyone,

I'm 26 and have been around non-restricted firearms for a long time now (rifles/shotguns) - shooting, cleaning, disassembling-reassembling, refinishing and modifying stocks, adding flash supressors, zeroeing in scopes, etc... but have never actually applied for the permit yet. The reason for that is that my dad and I used his licence to purchase all sorts of cool WW1 and WW2 rifles for collecting purposes (as well as more recent military-type rifles) and never got around to get into the handgun side of things (yet).

Now however, with all the school shootings giving the non-violent and law-obedient gun owners a bad rep (not to mention the Liberal bohonks who could eventually get re-elected and literally ban everything and everyone), I have figured that it is time for me to apply for a restricted/non-restricted PAL and buy a restricted CZ-58 and a Glock 17 (to be grandfathered in, just in case...).

I called an official course instructor (hunting club in Lachine, Montreal area) and was told that they can only give me a course in the restricted firearms on October 26 2008 (nearest date that's available - all classes are full until then! Guess I'm not the only one, lol). I inquired whether or not I need the non-restricted first and was told that I may request from the instructor to pass the non-restricted exam at the same time, but the person wasn't 100% sure. So, which is it? I know that I can just challenge both exams with no course at all (and I'd probably pass, unless there are some trick questions not really related to firearm handling/safety), but I want to make sure I won't get any hassles.

My question is, are they usually lenient and allow a person to pass both tests with the restricted only course? Or will they make me come back for another session (I hope not, because it turns out that the courses are offered on week-ends only and I work every week-end! I will have to book off work for Oct 26 anyway) :(

If you want to just challenge the exams then maybe try to set up a time to do both without the course. You do need to get the non-restricted first so they may not have anything for non-restricted setup at the Restricted only course.
 
Get the manuals and read them.

If you feel you are up to it, challenge the exams. This is usually done on the last day of the course. Maybe a half day off work will suffice.

The exams are not that hard.
 
Allright, thanks... I hope they do have the setup for both exams right then and there. Anyway, the person scheduling the class should have told me that I can't take the restricted without the non-restricted first on another date, but it was not the case. I explained the situation very clearly and she said it shouldn't be a problem, but that I will have to confirm with the instructor when I go there.

Anyway, does anyone know where to find the manuals? Can I download a .pdf from the CFC website (I didn't see it there)? Thanks in advance...

Cool! Thanks a million! I know, I know... some questions are just stupid. But now if I see anyone asking the same one, I'll be able to help them out too.

Besides, if there's anything we need, it's more firearm owners in this country and, in order to have that, easy access to licensing material and information is key. There's safety and political power in numbers!

the test are all common sense, they aint hard. just read the manual, know your ACTS and PROVE and if you know someone with a collection, ask to learn how to use a pistol, double action revolver and single action revolver, it can only help. if you cant you would probly still pass as long as you know the manual. the questions arnt really technical, more safety orientated.
 
Yes.. I took a couple of those free online exams at gunexams.com (or something similar) and passed both with a good mark. I know that it's no real indicator of how well the actual/official exam would go, but it did make me somewhat more confident.

On another hand, I remember something an old school collector/shooter once told me... The best logical way to prevent a firearm accident is to 1) Not allow anyone else to handle it and 2) load it only when you're about to shoot. Follow these two steps and an accidental discharge and injury is nearly impossible, no matter what.

True, but I guess it's not what the CFC wants to hear, huh? I better start reading those manuals... :D
 
Remember; the exams were created so that even people with limited reading/writing/comprehension skills would pass and think what a great thing it was for the CFC to come along and look after them......;)

You might say they are so easy that anyone could comply.....er, I mean ...pass! Yeah, that's it!:D

get your RPAL.

Gun bans are in effect.

They (cfc) do not issue new prohib licences right.
So in effect when that person who has any of the prohibs
dies, so do his firearms.
No more prohibs.
So what is next?

Did you speak with Andre ? Looks like he will be your instructor. He is very good guy. I passed my restricted and non-restricted with him. And yes he did allow me the challenge. And not only for me. So read the restricted and non restricted course handbooks on the internet (just in case) before your course. When you come to the classroom before the course start come to the instructor and ask him to allow you the challenge for the second exam at the same day. I am sure he will allow you.

Thanks man! That's the info I wanted to know... I wonder if I have to pay extra for that though - not that it's a problem, but I just want to know how much $ I have to bring. Oh well, $150 should probably cover it all. ;)

Like so many people here say, there's no time to waste for the RPAL. And I too find it to be a damn shame that prohibs are absolutely non-transferrable, I sure as heck would go for a few of these for my collection. The sad thing is that the Liberal monkeys spend so much energy on harassing the legit and law-obedient gun owners that they forget where the real problem lies. Instead, how about putting more guys at the border in order to prevent truckload shipments of full autos entering the country and getting sold to street gangs? Too complicated for their little chimp brains, it's just so much easier to pick at the legit taxpayer.

But, like anything in politics, the easiest target is the one they'll always pick at... after all, why spend money and LOOK for true criminals when you can spend very little and make an honest person look like a criminal instead? :slap:

id challenged my restricted exam (took the NR cuz id never handled shotties before)..all you need to do is read the book, and be familiar with handling pistols (specifically single and double action revolvers, and of course semis). I was in and out within 20mins, extremely simple and easy.

that said, just know your stuff, and apply it...go slow during the handling tests and think about what you're doing before you do it...u wont get deducted for time...safety first right!

if you do fail, its only like 40 bucks? that or wait til the 26th when the laws may have changed? seems like a reasonable deal.

Yeah... I'm drooling just thinking about it, lol. The first purchase will be a restricted CZ-58 and a Glock 17 or 17C (haven't decided yet - the cuts in the barrel of the C-model aren't making me too confident in its' long-term reliability, plus it probably blows burnt powder all over your face, haha).

I just wish Marstar still had some of the Yugo Tokarev TT-33's in 9mm, but it seems like all they have now is the Norincos (ugly looking/poorly finished even in the pictures, lol). Any known sources on quality Tokarevs out there?

i would stay away from the "C" models of glocks...unless you're getting into the 10mm or .45's, u really dont need it. the best way to learn to compensate is to shoot TONNES AND TONNES of rounds til you get used to the recoil, after that the target acquisition jsut becomes natural and your recovery times speed up! i own a G22, and my wrists barely move now

Damn.. I hope they don't change any laws on/before the 26th, cause that's my course date in October. I doubt that any legislation could be passed that fast even if the useless Liberals get elected (now THAT would be a sad day for this country).

So, restricted course and exams on the 26th, then the official application and the waiting period. I hope CFC don't drag their damn behinds with paperwork too long... before some BS legislation gets voted in.

fingers crossed! ive hedged all my bets though..got the CX4 storm, the ar15, g27 (sub-compact), and a couple other handguns...in any case, either they all get banned, i get status for almost anything possible...or the likely case...the conservatives get elected and we all breathe a sigh of relief!

Carry on. It is highly unlikely that the licencing requirements will change significantly no matter what the outcome of the election. We are all hoping for eventual changes or elimination of the long gun registry from the CPC, no party is entertaining ideas of any major changes to the licencing program.

And chris, there is no guarantee's of any "status". Or even probabilities for that matter.
 
Well, usually a government that gets elected can do very little, if any, modifications to legislation in its' first year... it's a process that takes time and justification. Plus the conservatives will still have many seats in the parliment, thus any attempt to modify this particular legislation may not even pass. So, in any case, new prohibitions on firearms (I hate the way this even sounds!) shouldn't come "into force" for some time. It surely won't happen by the 26th of October, lol...

Now having said that, I will most definately get some "evil-looking" black hardware upon receiving my RPAL for my collection. Can't be too careful these days...
