I have a Savage 111 without accutriger in 30-06. Can anyone explain to me what the collar that sits around the bolt in front of the bolt handle does and why it forces the bolt handle back at the end of it's travel to the open position?

Its called the rear baffle and has the primary extraction cam surface on it. Brass doesn't fall out of a chamber after firing, it needs to be pulled out a touch before it gets loose and the primary extraction system provides that strong rearward pull.

Gas baffle in case of a ruptured case. What forces the bolt open is the spring-loaded bolthead.
The bolt head is not spring loaded, the wave washer is very weak and is only there so they can get away with tolerances. If they throw in a wave washer they don't need to carefully machine that end of the bolt body which would be much more expensive and time consuming than a cheap washer. I switch the position of the wave washer and place it between the bolt head and the baffle to help keep grease on the lugs.

The front baffle is there to stop gas flow in case of a failure but yes the rear could possibly help divert gas if it were to make it that far.
