I think when someone finds a smith who is any good they try to keep them to themselves for fear of spreading the good word and they get too busy.

The best way I found to find any good smiths is thru the benchrest circle. Go to a match or talk to someone who shoots BR they are usually helpful in sharing that info.
 
I have heard of a guy or two from Saint John NB that shoot at the IPP club do work on rifles, mainly their own, but you never know, they might help out. Gordon at Blue Mountain Sports in Browns Flat- I don't know if he does bench rest specific rifles, but I do know he likes working on long range rifles, he built a .260 for a friend of mine.
