easy story i will tell it for your curiosity

My grandfather did not have many pics from the war but there was one where he and a buddy (that didn't make it ) were cleaning lugers "they acquired"
his later wound up in the Thames before coming home

so guys with that tell me about restricted lugers cost availability etc.

There are restricted lugers that were manufactured that way but they tend to be quite expensive, there are also some rebarreled lugers that show up occasionally in the EE that are more reasonably priced. Here are a couple that are in the EE now and from the same person.
