So then if all Production is Minor, then why wouldn't I just use the lighter bullet with a lesser charge for reduced recoil?

I guess I have to ask at this point, have you taken your Black Badge course yet? Most of the major/minor stuff should be explained there. Power factor is bullet weight X velocity / 1000...so a 124 gr bullet @ 1000 fps is 124PF
Minor PF is 125, if you don't make that, you don't shoot for score. Major PF is 160 in Open and 170 in Standard and Modified (as far as IPSC is concerned, USPSA has them equal @ 165 pf for all divisions) to make major a 124 gr bullet must do 1290 fps to make major in Open, 9mm bullets are not allowed for major in Standard or Modified...and really not recommended to shoot out of a uncomped gun in any circumstances.
So you cannot shot major in production as there is no major there, and a 9mm cannot be used at mojor power levels in any other division other than Open. But you must at laest make 125 in all divisions, including Production if you want to recieve a score.
So you must make 1050 fps with a 124gr bullet or 885 fps with a 147gr...or split the difference an shoot a 130gr or 135gr. (962fps and 925 fps respectively)
Of course you will want a buffer to make sure a chrono at a match that is reading low will not bump you from the match, so add about 50 fps to each of those numbers.

because you still need to meet the threshold of Minor PF.
I shoot a 147gr bullet for a number of reasons, I use less poweder, I like how it feels when my guns go bang, and I find them to be more accurate than other weights. But that's me.
