it may be that the rifle just needs adjusting a bit.
The forward screw also holds and regulates the follower IIRC, and if it is not set up properly will not let the cartridges chamber.

take it out of the stock and ensure that the magazine tube component is engaged with the bottom of the bolt. If the bolt is super loose, then there is more tension required by tightening the screw that goes into the mag tube box to apply some pressure which may then bring the assembly into line with the bolt to pick up the shells.
