Is a complete lower registered as a frame/receiver only?

you have 30 days to notify the CFO of a change. i swear i just pit it together yesterday. i'll call on monday.
upgrading frame/receiver certificates
As already mentioned in the small print at the top of the sheet your registration is printed on are "the conditions"! After doing 3 lower receiver builds and obtaining upper assemblies for each I called CFC to ask how to update my certificates. They in turn put in touch with the firearms technical section, they get your information i.e. barrel length, mag. capacity, etc. and then in a not so timely fashion update the reg. cert. to reflect the new completed firearm.
I was recommended not to take completed builds to the range with only a frame/ receiver cert. as it could be open to many interpretations depending on who started asking the questions if you met with the authorites.
Have received one new certificate and still waiting on the other two. At one point the CFC asked me to have them verified but as I was a verifier before they cut me some slack in that area.

What if you have several different uppers in different lengths? Do you register the shortest one and have them add in the "barrel length minimum of..."

As a matter of fact I had to call the CFC not long ago because I had completed a lower build and added an upper. Since I have other ARs and I want to be able to swap the uppers, I had to list the different barrel lengths I had to the lady for her to put them in the modified registration for the lower/rifle.
