I received my new Outdoors Card yesterday to find a new designation on the card which is either "H1" or "H2".

??

So, I looked it up in the MNR Hunting Regs and here's what it says :

What are the two classes of hunting
version Outdoors Cards?
As of January 1, 2006, Ontario recognizes two types of
resident hunters (and two classes of hunting Outdoors
Cards) based on the hunting method(s) for which the hunter
is accredited. Hunters will be designated as either H1 or H2.
The Class H1 card permits the cardholder to hunt with
all methods permitted under the Fish and Wildlife
Conservation Act, 1997.
The Class H2 card permits the cardholder to hunt with all
methods permitted under the Fish and Wildlife Conservation
Act, 1997 except guns.
Any person with:
• An Ontario hunting version Outdoors Card (current or
expired) issued before January 1, 2006 OR
• An Ontario Hunter Education Exam Certificate/Report
indicating a pass issued after January 1, 1968 and before
January 1, 2006 OR
• An Ontario resident’s hunting licence issued after
January 1, 1968 and before January 1, 2006.
will automatically be deemed to be an H1 hunter.
If a new applicant does not have one of the pieces of
accreditation listed above, a hunting version Outdoors Card is
Hunting Regulations 2008 • 2009 15
now issued based on the exam(s) the applicant has passed.
To obtain an H1 hunting version Outdoors Card, the applicant
must provide proof (an original or certified copy) of passing
BOTH the Ontario Hunter Education Course exam and the
Canadian Firearms Safety Course exam. The applicant for
an H2 hunting version Outdoors Card must provide proof
(an original or certified copy) of passing the Ontario Hunter
Education Course exam.
NOTE: Two classes of Hunter Apprenticeship Safety Cards
are also recognized as of January 1, 2006. The A1 card
permits the Apprentice to hunt with all methods permitted
under the Fish and Wildlife Conservation Act, 1997 (FWCA).
The A2 card permits the Apprentice to hunt with all methods
permitted under the FWCA and regulations except guns. If the
A1 Apprentice is hunting with a gun, the Mentor must hold
an H1 Outdoors Card. If the Apprentice is using bow hunting
equipment or a falconry bird, the Mentor must hold an H1 or
an H2 Outdoors Card.


I understand this, but not exactly why they would do this? If you have a hunting licence and you're hunting with a gun, you will also need your firearms license, so why bother with this?
 
Correct. The assumption was that all hunters hunt with a gun. Makes one wonder just how many H2's are issued.

I think quite a few. I now see many more bow hunters who have never hunted with a gun and have little interest in guns.

This card is also for those who hunt with falcons. In the past they had to do all the firearms stuff to get their hunting license even thought they had no interest in gun hunting.
 
I hunt with a bow and gun, so I never really thought of this before.

Makes sence.

I think the amount of bowhunters is growing.
 
I don't think it's a waste. I can't see it being any more effort to issue a card with different writing.

Besides, having the H1 card now carry's an elevated status to it. Gun snobs unite!!
 
It is just a way to exempt the bowhunter or falconers from having to take the PAL course. One kicker is that if they decide later on that they want to hunt with a gun, they can not just challenge the PAL test, but have to take the course. They have changed the ON Regs. so that people who do not already hold a hunting licence have to tale the PAL course to get the H1 licence. If you have a hunting licence from another jurisdiction, you have one chance to challenge the test. I don't agree with this. As far as I am concerned if you are 18+ can pass the PAL test that should be OK.
 
You need a hunting license to hunt with some of these, H2.

"...why bother with this?..." The Outdoors Card is a tax that only anglers and hunters have to pay. It's a permit to be allowed to buy a hunting licence. A permit to buy a permit. Bob Rae gave it to us as part of his anti-hunting/firearm agenda.
