Hi folks, quick question. Can a Wincester-made P14 barrel go on an Eddystone-made P14 receiver?

Does that star on the receiver mean the original barrel had rust or pitting inside?

Whether it will index properly is another story. The asterisk indicates modifications to the left bolt lug and breech face. An asterisk marked receiver and bolt will require a barrel with the appropriate cutout on the breechface.
