savage 110 extraction issues, sooty necks

Just purchased a used savage 110 in 7mm mag. It's about 20 years old. When I first fired it I noticed that there was tons of reddish oil on the fired casing (owner sprayed something in there to get rid of rust??) so I swabbed the chamber out and now there's no reddish oil but...

a) I am getting chambering issues sometimes and cases are often difficult or very difficult to extract (worried about breaking something).
b) I also am getting sooty fired case necks on all rounds.

I think the problem is that the chamber got rusted and perhaps carboned up but i'm not sure as it's hard to see in there without a bore scope. How can I clean this chamber up best to determine that this is indeed my problem? Steel wool on a stick? Larger diameter brass brush? What to swab with?

Well, I just did a thorough cleaning job on the chamber and lug recesses. I actually stuck the brass brush and cleaning rod on my cordless drill and ran it "very slowly" around in the chamber and throat area. (I'm sure someone will flame me for this LOL). I then swabbed the whole thing out - big swab on the drill. There was indeed some grit and grime in bottom lug recess. Finished by cleaning the whole barrel.

I then had a feel around with my finger in the lug area and the only thing I came up with is a scope mounting screw just poking down thru the top of the lug area. Maybe 1/32 more than flush - hard to tell with a finger, tho. I thought Aha! but when I looked at the bolt lug there is no unusual mark where the lug would be touching this... as far as I can tell.

So, too dark to shoot - will get to the range in the next week or so and see how that goes. I will try to remember to finish the thread if the cleaning fixed it.
